NTA. The friend just wasted her time here, to be honest. Had she told OP right in the beginning that she was going to bring her dog with her, OP would’ve said no there and then. The friend could’ve arranged accommodation somewhere else. It was always going to be a No because OP made it very clear in the story that she did not like dogs. So, OP did nothing wrong here.
